4. Reduce Outbound Delay
On 19-Aug, a call was given for nodes to vote on reducing the Outbound Delay. On 25-Aug, node consensus was reached.
5. ADR 21 Marketing Budget
On 26-Aug, ADR 21 was tabled for node voting.
On 28-Aug, nodes reached consensus to approve the Marketing Budget, and keep the burn.

6. V3.10 Update
