1. Slippage Fee Experiment
With the v3.10 update, the Slippage Fee mimir is now an “Operational Mimir”, needing only a simple majority above three nodes to enable. Starting 2-Sep, 9R will be using this capability to conduct a Slippage Fee Experiment:
2. Mimir to Churn Out Inactive Nodes
On 9-Sep, 9R proposed nodes to adopt Mimir to churn out nodes which are not actively signing blocks. This was approved by 12-Sep.
3. LP Actions Paused
On 9-Sep, LP actions were paused to investigate some unusual activity around LP withdrawals. It was unpaused a day later.

4. ADR020 (AppLayer) Passed
On 16-Sep, ADR020 was officially passed by nodes.
5. V3.11.0 Update

6. Minimum Outbound Fee Reduced to $0.25
On 18-Sep, with adoption of v3.11.0, the Minimum Outbound Fee for L1 outbounds was reduced to $0.25.
